Soak pork ribs in water with salt for 10 minutes to clean. Rinse and dry with a paper towel.
Marinate pork with chopped green onions (white parts only), garlic, black pepper, and fish sauce. Marinate for 10 minutes at room temperature.
In a wok or skillet, add oil and sugar. Turn on heat and cook until sugar caramelizes to a deep amber/brown color.
Add marinated pork ribs and cook until all pink is gone (1-2 minutes).
Add coco rico, additional fish sauce, and optional salt. Combine well, reduce heat to medium-low, and simmer for 20-25 minutes, skimming impurities from the top.
After 20-25 minutes, increase heat to high and cook for an additional 5-10 minutes until the sauce reduces and thickens. Garnish with scallions and Thai chilies, and serve with rice.
